The informative support to the aggressor – the first evidence

Writes: Dusko JOVANOVIC, a representative in the Parliament of the Republic of Montenegro (17th June 1999. “DAN”)
The happenings during the NATO aggression on our country have shown that the propaganda war is one of the most important factors which determine the winner.

The aggressor, conscious of that, in the preparation, as well as during the war paid the great attention to this. The activities were lead in two informative- propaganda fronts.
One front was the informative space of the aggressor countries and the other was the informative space of the FRY.
For both it was necessary to provide the forces for the struggle on these fronts. These forces for the medial space of the aggressor and the third countries were represented as the specialized informative houses like CNN and BBC, as well as the other informative newspapers from the aggressor’s countries.
The forces for the struggle on the informative battlefield of the FRY have recognized themselves and imposed themselves to the aggressor. These were informative journals from the Republic of Montenegro. Since the beginning of the aggression Radio-Televizija Crne Gore (Radio-Television of Montenegro) the NATO propagandist machine, has been the main source of information to the Montenegrin citizens which means that the citizens of Montenegro had live program of the NATO aggression on their country.
In purpose to have the audio record aside the video (what is a picture without a comment) the host rapidly gathered a number of interpreters to make the complete “feeling”.
For medial coverage with the material from the aggressors’ countries in Serbia they have more problems. The first was the patriotic access of Serbian regime and almost all opposition broadcast centres to the informative program. Unlike Serbia, the situation in Montenegro was completely different, all Montenegrin state media, as well as a great number of the independent state media gave support to the aggressor. How much this war propaganda was important for the aggressor we can see through the meeting which was held at the end of April (22nd-24th Aprils), where the leaders of NATO made a conclusion that the propaganda which had to follow the aggression completely failed.
On that meeting it was decided to make the prompt personnel changes in the propaganda group in Brussels and than the control was in USA’s and Great Britain’s hands.
The main media task of the radio propaganda on the territory FRY was given to the Radio “Free Europe” and the Washington’s “Voice of America”.
Very precise instructions were given to the journalists and the reporters and some have to be cited:
- to spread the circle of the famous persons in FRY and outside of FRY for whom are believed were against the regime in Belgrade;
- the collocutors who were the “wrong choice” not to let into the program;
- to emit as many stories as possible about the moral failure, poverty, disappointment and discontent, protests, confrontations, escaping abroad etc.
- to follow the Yugoslav state media and to transmit everything that can compromise them and the incumbent government;
- and what is the most important for them all, not to deny anything that has been already published.
Analyzing superficially the state media in Montenegro we can conclude for sure, that the Montenegrin media have done everything according the “Brussels’ recommendations” and even more; these recommendations has become the state policy of Montenegro.
The citizens of Montenegro can easily recognize in these “recommendations” Televizija Crne Gore and the daily “Pobjeda”, as well as many so-called independent media which shouldn’t be mentioned, because their editor policy is the matter of their establishers.
The problem is that the establisher of RTV CG and “Pobjeda” is Assembly of the Republic of Montenegro, and the means for the work of these media which unfortunately, follow the Brussels’ “recommendations” are provided by the citizens of Montenegro by not low taxes.
The informative support to the aggressor from the “official” Montenegro through the editorial policy of the “official” state journals had its continuity and its development.
In fact, at the beginning of the aggression the Montenegrin official media did the transmission and propaganda of the aggressors’ information to the users, to the citizens of Montenegro.
However, by the time, dealing with the “Brussels’ recommendations” the “official” Montenegro has given its contribution to the aggressor by its own informative and so-called “politically-educative” shows.
This practice of the “official medial” Montenegro has been continuedand after the NATO aggression so that domestic “informative aggression” by the incumbent Montenegrin government over the Montenegrin citizens still lasts.
