• Milo Djukanovic’s favorite minister Miomir Mugosa, who is also a candidate for the mayor of Podgorica, boasts in public that he is one of the wealthiest Montenegrins.
• Explanation: he inherited that from his grandfather. Apparently his grandfather worked very hard but his grandson is trying, using the help from the state and state institutions, to make that inheritance greater.

A part of his job Mugosa has finished during ten years time period of his position of the minister, and now he is the boss’ “favorite” and with his support and blessing he decided to become the first man of Podgorica.
Mugosa is now promising to the municipalities of Podgorica everything that anyone wants. Everything is possible but when we will see.
However, he solved his problems quickly, using the help from the ex mayor of Podgorica Mr. Buric (he thanked him politely) and his assistants.
Actually, as a minister Mugosa “inherited a lot from his grandfather” a part of his grandfather’s capital the state took, so the minister decided to take that back quickly.
So, the minister issued a request for the returning of the agricultural land from the public property to the Department of Real Estate.
The Department of Real Estate accepted the request of Miomir Mugosa, and the agricultural land from the public property was returned to him. (Solution no. UP-02-502 from the 18th December 1998.). He was returned 9.6287m².
However, the returned land was near the spring of the river Mareza so, it could not be the private property and thus, it could not be returned according to Law on restitution, Law on Water and appropriate rule books.
To “do the job” for minister Mugosa the Department of Real Estate – the unit in Podgorica breaks the Law on Water article 25, and Law on Restitution articles 3 and 5 because it was not the agricultural land but the land under the special regime (spring of Mareza).
Knowing that the spring of Mareza was jeopardized by this returning to Miomir Mugosa, Veselin Perovic, in that time the head of Public Waterworks Company, issued a claim where he explained in details that there were no legal reasons to return that land to Miomir Mugosa. The claim was issued on the 31st December 1998. no 7999.

Right away after that, the head of the Public Waterworks Company was removed and to this position came Zoran Jankovic.
The first movement of the new head of the Company was withdrawing of the claim what happened on the 15th of January 1999. as minister Mugosa could realized his plans against the law.
