The government of Montenegro has prepared the Law on Central Bank of Montenegro. The future Central Bank will be independent, autonomous and responsible for monetary policy based on the German currency as the means of payment, says Ljubisa Krgovic, the deputy in the Government of Montenegrin.
Its independence and autonomy is absolute, and the responsibility is complete, and we can expect some movements of Germany as its currency origin would not be jeopardized by Montenegrin monetary measures; luckily for Germans, only till euro will be used as payment currency in Montenegro instead of mark.
We have known from Ljubisa Krgovic that the future Council of the Central Bank will have seven members and all them will be selected by Filip Vujanovic. Actually, according to law four members should be suggested by the Privatization Council and three by the Government of Montenegro. As Filip Vujanovic is the Head of both, the Privatization Council and the Government he will take the burden of electing all seven members in Central Bank of Montenegro.
State Prosecutor of the Republic of Montenegro Bozidar Vukcevic considers that in deeds of Filip Vujanovic, Predrag Drecun and Predrag Goranovic, dealing with the trade of Institute “Simo Milosevic” in Igalo there is no any evidence that they committed crime. Presently the position gives the right to the State Prosecutor to make the decision that he has made, and it has been expected, because this job cannot be done without permission from the “higher positions”. Mr. Vukcevic is one of few layers, if not the only one, who claims (if he thinks like that?) that the legal procedure was respected during trading the part of the Institute in Igalo.
A commentary of the daily “Pobjeda” was that “the case” of trading the Institute in Igalo was finished. It is hard to understand the wish of the journalist who works for “Pobjeda” to close and to forget this case as soon as possible. Of course there is a little use for him if the “case” Institute and Panic finishes this or that way.
“The case” is not closed, it hasn’t started yet. “The cases” like this never gets old and some actors of it should have the reason to be worried knowing how the similar cases in Croatia finished.
The destiny of the Croatian ship “Dea” is the most popular topic of all journals and newspapers in Montenegro these days. This case reminds on that famous boat which brought American flour which was out of date in Montenegro and Yugoslav Army “prevented” poisoning of Montenegrins by its stopping and controlling. That situation and starving Montenegrins were saved by the port of Dubrovnik where the ship with the American flour was anchored. Milo Djukanovic, aside excusing has probably thanked to Mesic in the name of Montenegrins and in his personal name, for saving them from the Ethiopian destiny.

It is obvious that information from Montenegro in Africa does not arrive regularly or it arrives with great delay because on contrary they should know that the destiny of stowaways in Montenegro is uncertain and very often tragic. The last stowaways who parted Montenegrin coast in the organization or silent approval of Montenegrin authorities finished tragically. More then a hundred people drowned not far away from the Montenegrin coast. The Montenegrin authorities did everything to make that the responsible for this mass tragedy never get caught.
In the last few days the dailies “Pobjeda” and “Vijesti” haven’t stopped to criticize Yugoslav Army as the only obstacle to Montenegrin independence, where the criminal and smuggling are on the level of the National goods, and which started open cooperation with the international smugglers. The main character in the criminal operation is Ministry of Interior Affair of the Republic of Montenegro whose employees openly provide smuggled transports over the sea.
“La Piovestra” after being emitted on the state television has arrived to the Montenegrin homes.
The Montenegrin regime is trying to remove Yugoslav Army from the borders, close the barracks, and let the Montenegrin “Sicilians” to breathe with the complete “understanding” and “support” of the International Community.
Each box of cigarettes, each gram of drug which is confiscated by the Army, each jeep riddled by shots (like one on the border towards Herzegovina) someone has to pay. It is of course the regime who represents the guarantee that the goods will be transported safely across Montenegro (after they reduce the domestic needs).
That is the reason for raising the tensions, the Army banned; the Montenegrins from the ruling party are trying to ruin the Army, from the domestic capitals as well as from the foreign capitals from Washington to Tirana. Yugoslav Army is the only obstacle to development of Montenegrin smugglers economy.
And than we ask ourselves why Montenegro needs German mark as a parallel currency. The answer is simple, the drugs, the cigarettes, liquor, slavery trafficking and the guns could not be sold for dinars, only firm currency is valid.
And when we know that a lot of money in the state budget was provided by organized state smuggling, then the statement of the Minister of Economy which he made for the Radio of Montenegro and for “Pobjeda” on the 8th in August was not surprising. He said “The Army Leaders work against the interest of Montenegrins”.
He didn’t say which Montenegrins, are they the smugglers who thanks to the government and cousins or godfathers who are the part of the government, became the richest people of this part of Europe.
Thanks to “Pobjeda” (Wednesday, 9th August – front page) we have known that the NATO Army is completely prepared and makes constant sessions because it is worried for the Montenegrin multi-regime.
After each session of NATO there is the statement for newspapers that “NATO supports Montenegro and its pro-Western president Milo Djukanovic”.
What is interesting is that Milo Djukanovic is not defined as democratic, people, free or prosperous in these statements made by his western mentors; he is only “pro-western”.
We can conclude if he weren’t “pro-western” he could be “pro-eastern”, or God forgive me, he could be on the side of his people, and while he isn’t on the side of his people he will enjoy the support of NATO alliance and its Army.
A special addition “Job Vacancy in Montenegro” you can find every Wednesday in dailies “Pobjeda” and “Vijesti”. You cannot find this addition only in “Dan”. The head of the Employment Agency of Montenegro Mr. Branimir Bojanic considers that every reader of “Dan” has got a job, or at least they had got it until the Presidential Elections in October 1997.
Although the circulation of the daily “Dan” is very respectable for the Montenegrin circumstances and the readers of “Dan” are not the readers of “Pobjeda” and “Vijesti” Mr. Bojanic in his servility to the incumbent regime, has been making the classical discrimination of the citizens on this very sensitive issue, as it is the constitutional right on job and the right for information how to get a job.
However Brano will be better. When SNP becomes the government he will be among the first in front of Dan’s office to offer his services. What the poor man can do when he adores the government and the people who are in it.
