Writes: Dusko JOVANOVIC, a representative in the Parliament of the Republic of Montenegro (20th August 2000. “DAN”)

● During the local elections in Montenegro the privatization was not at the first place. The regime did not like conversation with that topic. However, now aside political in Montenegro is announced the hot privatization autumn.

After Svetozar Marovic “survived” few political nock downs which came directly from Milo Djukanovic dealing with privatization of hotel “Mogren”-Budva, there are new breaks in DPS.
Under the directive of the “democratic champion” this time there are Ivo Armenko and Miodrag Raicevic who criticized signing the management agreement with the French company “Akor” for six best Montenegrin hotels. The value and the necessity of this job are explained by the councilor of the Prime Minister. The best Montenegrin hotels are given to we don’t know whom for 15-20 years.
On the “managing” list there is not “Mogern” although it was the only opened during the whole year, and its manager wasn’t French but a man from Budva. It isn’t clear how that no one of these companies which “manage” our national property hasn’t decided to build a hotel on the Montenegrin coast (Jaz, Buljarica, Ulcinj etc.) and then to fill these hotels with foreigners with their own responsibility and risk.
Instead of that Government of Montenegro imports clever minds who should take out incomes in the next 20 years from that what remained from the Montenegrin tourism with the obligation that we pay all that in a high price (one million of marks a year).
To the ordinary people it is all the same because they couldn’t use these hotels before and they hardly will be able to do that in the future. The only question is what if hotel “Plaza”, which is also predicted to be given to French, could not organize New Year’s party. Where would Milo Djukanovic and his escort go?
There is always one “Kilibarda” in the People’s Party who attacks Yugoslav Army (“Pobjeda” 9th August 2000.). This time it is an ex representative in the Montenegrin parliament Savo who now is Savo the Deputy Prime Minister.
The truth is he doesn’t threat to Yugoslav Army with the communal restriction as his predecessor but he is a candidate for the attackers.
All that the Yugoslav Army does, as a part of its everyday duties, represents the pressure, or a provocation, or an incident for Savo.
Everything that SNP does for its country is a betrayal for Savo. It is strange that Savo can say the word betrayal at all.
Before Novak’s and now Savo’s people divided Novak’s numerous functions; Savo became a part of government and his role is also o attack Yugoslav Army. He is probably after Novak preparing for Sarajevo, Zagreb or Tirana. And he should. He can only dream of Belgrade. In Belgrade there is no talking about betrayal. In Belgrade the betrayal itself talk about betrayers.
A generous Milo Djukanovic’s promise has been heard that “everyone who wants to vote can vote”. He didn’t explain completely, if is not like that, than how will it be? If he weren’t so generous how would look like that forbidding of voting?
He would probably use his already tried “democratic” methods from the finished local elections. Actually, all the people for who are believed that they won’t vote for the coalition “For a Better Life”, they made pressure using “police methods” like threats that they would lose their jobs or they would be removed in worse position or similar. Naturally, they were promised that nothing will happen if they do not vote.
So, Mr. Djukanovic has already trained the “democratic” mechanisms how to come to the “majority democratic will of the citizens” as he likes to say.
What Milo Djukanovic didn’t want or couldn’t say (because he is a great democrat) stated his councilor Miodrag Vukovic using words that they will ask form the members and “supporters” in a very “energetic manner” to boycott the elections (which means they will use jobs, pensions, health, apartments, cows , hens etc.)
So, in the name of Milo Djukanovic spoke Miodrag vigorously, sharply, smartly as only he could.
After Miodrag there was Vukasin to array units and give orders.
It is completely clear that Milo Djukanovic approves only elections led by OESCE and America, he approves projected and planned results, projected and planned “democratic will and majority” and projected and planned future of Montenegro and Yugoslavia. If only there weren’t people.
The conclusion: the elections will be, the people will vote, there won’t be those who wouldn’t be elected anyway.
We come to know (“Vijesti” 16th August, 2000.) that in Holding Company “Ironworks” – Niksic the majority of workers have been on holidays. Allegedly, that is because of the regular repair. It is strange that the “independent” daily “Vijesti” has not been properly informed, or it has been “deliberately” wrongly informed. As they, expressly, informed from the SNP sessions in Niksic it is strange that they hadn’t information about the reasons for the “big holidays” in “Ironworks”. In fact the repair is not the problem, but the lack of old iron and other raw materials. In that purpose even the director of “Ironworks” Mr. Pejovic initiated a meeting with the representatives of the Yugoslav Army; regarding the permissions for import of old iron from Albania. During this conversation his company was Milan Paunovic the head of Podgorica’s security center.
The biggest problem for Mr. Paunovic is that for those permissions he had to ask the Federal Government, which didn’t exist for him, in fact it existed when no one was watching and didn’t exist when he was watched by the political head’s “big eye”.
If the economical reasons will prevail the political reasons in “Ironworks” we will see. Until then the “big holidays” remain in Niksic.
The investigating judge Zoran Zivkovic claimed for “Vijesti” on the 16th August that in the investigation of the assassination attempt of Vuk Draskovic the cooperation with the Ministry of Interior Affairs of Serbia completely failed. That was the main reason why that investigation procedure remained disclosed according to him. Of course, he didn’t forget to praise the cooperation with the Ministry of Interior Affairs of Montenegro.
It is evidently that Mr. Zivkovic didn’t contact the right address at the Ministry of Interior Affairs of Montenegro otherwise the “case” would be closed long time ago (if it wasn’t closed as soon as it was opened). Actually, the next day after the “assassination attempt” on Vuk Draskovic, Vuk Boskovic the assistant of Mr. Vukasin Maras gave the official statement for public where he said that the persons who ordered the assassination and the persons who tried to commit the same were known to the Ministry of Interior Affairs in the republic of Montenegro and that their names would be published very soon (he said that two months ago).
However “very soon” of Mr. Boskovic still lasts and will last till who knows how long because “the case” or “the affair” Draskovic played its political role. The official Belgrade has been accused without any evidence or any base. However, inside the Ministry of Interior Affairs of Montenegro something has been done. “The case” Draskovic has been used to replace so called Svetozar Marovic’s “professionals” in Budva by the Milo Djukanovic’s “professionals”.
So many coincidences for such small Budva: “Mogren”, “Budvanska Rivijera”, replacements inside the Ministry of Interior Affairs, Miodrag Raicevic’s resignation.
And now who can tell that it is easy situation for Svetozar Marovic. Adio Budva.
The Montenegrin intellectuals are crying over the Montenegrin destiny and they are writing to the UN Security Council. They are asking form the Council to send the monitors as soon as possible, to prevent “troops and artillery of the Yugoslav Army which are going towards Montenegrin cities as they have been doing during NATO intervention”. Supporters and helpers of “NATO intervention” are asking Security Council for one another so called NATO intervention. It is asked by 55 Montenegrin intellectuals.
Among them there is the greatest number of those named by the incumbent government or by those who are under the control of the coalition “For a Better Life”.
So, on that list there are seven deans, five directors of the cultural institutions, rector and protector, all of them very “independent”.
This is an obvious example of the depoliticized faculty which head are the depoliticized deans of the depoliticized University whose head is the depoliticized rector and vice-rector and the depoliticized directors of the state institutions, who all together are calling for one more NATO intervention.
They are the first “intellectual fight line” of the “modern” Montenegro. Let the painters, sculptors, musicians, principles of the schools and hospitals, professors, doctors, teachers, and the rest “independent intellectuals” be prepared.
New Tito has been born.
We also have a baton.
Councilor, are you still fit.
