Writes: Dusko JOVANOVIC, a representative in the Parliament of the Republic of Montenegro (3rd September 2000. “DAN”)

When someone “runs afoul of” the company in the government, it is almost sure that he will be the target of the so called “independent pro-regime newspapers” no matter if it is a politician, a director or both at the same time.
So, it is published that the police has issued an indictment against the director of AD “Tehnomarket” because there is a suspicion that he had committed crimes of “abuse of power” and “damage of creditors”.
“The media quarrels between the old and the new leadership of the company AD “Tehnomarket”” which lasted many days proceeded to this indictment. According to the indictment it is easy to see who had “cover” and “protection” and who got the worst of it.
To make evaluations of the eventual guilt of the accused without the authentic information is completely ungrateful and should be avoided as the author of the text will do.
However there is a simple question how and why the state do not sanction the similar and almost the same cases and when it is about the social damage actually, it is about the social danger at least 100 times bigger than in this case.
The indictment against the Prime Minister and the ministers in the Government in the case Institute “Simo Milosevic” were expressly denied.
Unlike the case AD “Tehnomarket”, in the case of the Institute in Igalo there were not abuse of power and damage of creditors. That was a case with tens millions of German marks. However the state prosecutor said that all were clear as it could be.
Unlike these numerous millions the burden of 76.000 DEM was on the back of the director of AD “Tehnomarket”.
Of course there is no help, because it wasn’t “secured” on time. The Montenegrin regime functions by the system of favors and contra-favors, I give you-you give me, I pay you-you pay me. They cover each other as much as they can.
And there is no I can’t or I won’t because there is someone who follows all that and when someone “refuses to help” than they open the drawers and the indictments are numerous.
Of course there are the regime’s journalists who push the things, and that is how the false impression is made by the state all the time.

“The democrats” form DPS say that the Assembly of the Parliament won’t be emitted in public. Is it possible that the representatives of the “pro-European” and “vertical” Montenegro are afraid to confront with the opposition in parliament and to defend their positions? Is it possible that “the intellectual cream” in the Government of Montenegro is not capable to defend their “successes” in the sphere of economical and social politics, not to speak about the privatization?
No one believes that “the councilor” is not capable to be sharp and educated “face to face” in the Parliament in front of Montenegro.
Is it possible that more than 40 representatives of the governing coalition are afraid of the public confrontation from the “little group” of the oppositional representatives?
It is said that convening the Assembly of the Parliament by SNP is electoral marketing.
However, unless SNP is right, as the government claims, then the call of the Parliamentary Assembly cannot be smart.
That is the opportunity for the coalition to “ruin” the political enemies till the end, to defeat them completely, and all that before the elections. In that case nothing would change by the elections.
It is almost all completely clear to the people. Only two or three brilliant speeches are missing from the coalition like those of Vuk Minic or Slavko Jovanovic and the federal elections would be forgotten at all.

Numerous investments are being prepared in Podgorica, some are foreign and some are domestic. The truth is that about the realization there are some obstacles. For stopping the building processes usually Yugoslav Army is accused, if it is possible and if it is not, then again Yugoslav Army is accused.
When you analyze all from the October 1997. till today (around three years period) the biggest investment of the Coalition “For a Better Life” has been one lane over Vezirov Bridge in Podgorica. The rest is paving, asphalting, and putting the traffic lights, pavements, and many openings and speeches.
If there weren’t “the obstruction” of the Yugoslav Army according to the claims of the municipals of Podgorica we would have a new modern bridge near the Faculty of Economics in Podgorica. The other bridge which is “financed” by Europeans next to the Sports Center never to start its construction, and there is no Yugoslav Army, not even close to take the responsibilities for the delaying.
The road towards the airport which will be just asphalted again over the existing double lanes, allegedly would be finished if the Yugoslav Army didn’t make obstacles.
And the investors and undertakers started digging first in front of the gate of the Military Airport without approval. That road has not political sense anyway, unless the Montenegrins from the “For a Better Life” coalition cry in front of the White House and accuse the Yugoslav Army for the obstacles.
However, the problem is not the Army but the investors-European Community which for the approving credit for the reconstruction asks for the guarantees and the mortgages and that does not suit to the Government of Montenegro and their “leaders”.

The president of the Government of Montenegro Filip Vujanovic when was the guest in the show “Aritmija” on the 25th of this month on the third channel, claimed that “the federal elections has to be controlled as much as possible”.
The only problem is the choice of a controlling model. Unfortunately for him and he knows that very well, the only controlling model is to vote, and he is very clear on that issue: DPS won’t vote.
He says that SNP was very demanding in the election controlling, but he forgets that SNP voted in every elections, even in those which were completely undemocratic in the second circle of the presidential elections which lasted till the morning.
As the controlling model through the voting in the Coalition “For a Better Life” was rejected, in the next 20 days we will see with what “model” of controlling the reformists will surprise us.
If it had enough ships or powerboats the pro-European Montenegrin regime would probably offer two-day cruise to Italy and back (so called weekend tour). Naturally all those who didn’t aboard would be the enemies of Montenegro.
We won’t be surprised by another “work obligation” which would be introduced on Sunday on the 24th September which would last from 6 o’clock am to 10 o’clock pm. A working day without a pause and “compensation for work” would be paid on the same day.
There is a possibility to call and perform, on the day of the federal elections, so called “coalition’s sports games” (in all the sports) where the “vertical” Montenegrins could take part.
The two members of the coalition would have the possibility to fulfill their teams from abroad (because of the great numbers of sports).
These would be just some of the alternative models of the federal elections controlling which will be available for the regime independently or as a combination.

If we take into account the number of the policemen in Montenegro not counting those civil ones, Montenegro is the most secured place in the world. It is great luck that all these policemen are not financed from the state budget, but from the international “help”, but it is great misfortune that the Montenegrin regime and the police are governed by those who are paying them.
One of the rare activities of the head of Ministry of Interior Affairs which can be praised is that the traffic control became more serious, and there is more order on the Montenegrin roads.
It is true that we have bought “powerful” and expansive cars from the market in Berkovici, but it is also true that we haven’t imported better roads together with the stolen cars.
However, that entire numerous police headed by the real “experts” does not succeed to solve one “burning” case in Montenegro.
There is not even a presumption and not to mention the solution of who assassinated the security councilor Goran Zugic.
Far from the solution is even the “case” Draskovic.
Recently Nikoka Krivokapic from Bar was killed.
The way of solving this case from Bar according to the stressful witnessing of the accused Brano Milacic’s sister reminds the scenes from the films “Rambo” from central America.
The question which Montenegrin public wants to be answered is who decided to transform Ulcinj into the police torture chamber.
Who are the “torturers”? How do they look like? Where are they recruited from?
No one reacts to the direct mentioning of the names in the newspapers; the head of the Ministry of Interior Affairs is silent and does its job.
More frequently they use beating and other methods which “humans shouldn’t do to humans”.
Who is behind these “security projects”? How does Ulcinj’s “torture chamber” look like?
All that has to be known and it will be known faster than some of them can imagine.
