Writes: Dusko JOVANOVIC, a representative in the Parliament of the Republic of Montenegro (5th November 2000. “DAN”)
On Saturday 28th October “Trebjesa” from Niksic had a 104 anniversary.
The last three years “Trebjesa” has worked as a part of “Interbrew” from Belgium.
The general director of Trebjesa“ Patrick Dirick used this occasion to tell the dramatic data that the sale of the brew in September and October this year was 30 per cent less than in the same period last year.
As the main problem he saw the illegal import of the brew, which was in such high rate that Patrick Dirick called it “profitable and well organized crime”.
There is a question, who organizes all this, when the borders control and import regime are under the control of the incumbent Montenegrin authorities.
The Trade Association in the Chamber of Commerce confirmed three days later that the problem was not tied only for the Brewery and Niksicko Beer.
They states clearly.
“If the grey economy is not prevented very soon, and if the market and normal transfer of goods are not established, we cannot go further”.
Of course in the Chamber of Commerce they don’t want to point to those who have brought us to this point. They don’t want to ask if the same persons, if they want that at all, are able to back us into the legal market and economy. Just to remind, four years ago the Prime Minister in the Montenegrin Government and all his deputies (Telacevic, Drljevic, Vukovic) had on their tables the Proposal of the operative measures for transforming the grey economy into the legal money and goods turnovers.
This material which was created by the Department of Public Revenue has not been realized ever, thanks to deliberated obstruction by the state institutions of the Government of Montenegro.
Why would be different now?

The Privatization Council “informs” the public that the Department store in Bar has been sold.
The truth is it is not the Department store “Choice” by which Bar is recognizable, but another one.
It has been paid 742.801 DEM.
If only these money could make about fifty working places and employ fifty workers.
However, from these “sales” and “privatizations” there will be use only for the ruling structures of the country, as well as the ruling structures of the companies.

Miodrag Vukovic, the president of the DPS Executive Board claimed for “Vijesti” that the incumbent Montenegrin Government doesn’t want to return gained sovereignty to the Federation.
Vukovic deliberately speaks of gained sovereignty and he knows that it is grabbed one.
He knows that the official Montenegro has gained not even one federal authority, but it has grabbed it.
They used police forces and international community support.
Now the situation is a little bit different.
The truth is the police are here but the international support isn’t.
As a layer, Miodrag should know that.
All that is grabbed has to be returned.
That will happen to the Federal authorities.
With or without Miodrag.
With or without DPS.
With or without “the coalition”.

First, they have charged all our debts without a difference.
Than they have raised the price of it.
And at the end they turned it off.
Simply, there isn’t it.
There isn’t rain, there isn’t coal, and there isn’t current.
And we don’t need it, do we?
When it is dark let it be total dark.
The example of the current lack is the first example where they miss Slobodan Milosevic.
If we were lucky and if there were Slobo in the government, the Montenegrin citizens’ rage against him would raise in the restriction periods. That would be optimal situation for the incumbent Montenegrin Government.
However, the Government is silent and it looks into the sky.
In Montenegro the world projects and investments have been prepared: tunnel “Sozina”, bridge “Verige”, world trade centers, highway, and new airport.
However, there ISN’T CURRENT.
The Montenegrin economy has just “come in full swing” and “bragged”.
However, there ISN’T CURRENT.
Just to remind:
The international tender has been invited for four hydro-electric power plants.
The foreign investors are interested for this job so, 12 foreign companies have bought the complete documentation, which means that they are seriously interested in this job.
Cite completed.
“Pobjeda” 26th October 1997.
Or:
The offer “The First Filter” for the construction of the hydro-electric power plants on Moraca have four companies to compete for it.
Four of seven companies which have applied the “pre-qualified” competition, according to the commission for the viewing and analyzing the offers, fulfill all conditions to participate the following tender. The final election will be done by the coordinative board with Milo Djukanovic as a head.

Alongside with the Montenegrin electro situation we have come to know (from a newspaper) that the Managing Board of the Television of Montenegro adopted the plan for the next year.
To provide to Montenegrins to watch “CHANNEL ONE” AND “OUR CHANNEL THREE” and their shows like “WHERE ARE THEY”, “WHAT ARE THEY DOING”, “LOOK AT THIS” and “LOOK AT THAT” next year, it is necessary to collect 31.500.000 (or thirty-one million and five hundred) DEM.
The truth is that the Television “can earn itself” 6 million and the rest, just about 25, 5 million DEM, should be provided through the state budget and all that should be voted in the Parliament of Montenegro.
Something is wrong there.
If there is no current, there is no television, too.
The truth is if HE is the guest on the “CHANNEL ONE” and on the “YOUR CHANNEL THREE” than the restriction will be canceled for these three hours.
But three hours of TV program cannot cost 25 million.
We will have to decide.
The current or the television.
What is more important to us?
One thing is sure. There won’t be enough money for both in the budget.

The Montenegrin “independent” union stated that the living costs for the four members family in Montenegro had been 566, 06 DEM.
A year ago when German mark was “introduced” as a parallel currency in Montenegro the same living costs for a month were 382, 85 DEM.
That means that in a year of “the independent, convertible currency” the prices in Montenegro have been raised 50 per cent, all that without printing the money.
Of course, the “independent” union “has struggled” and “has succeeded” to make the Government of Montenegro that the minimal working price for October is 80 DEM.
For that money everybody can fill the car tank with the fuel.
What can we do?
The prices all over the world are the same.
With the “verticals” we can go “vertically” into the “vertical” future, with 80 DEM a month or three DEM a day.
For a Better Life.
