Writes: Dusko JOVANOVIC, a representative in the Parliament of the Republic of Montenegro (3rd December 2000. “DAN”)

The admirers of the Parliament’s sessions still cannot “get over” the absence of the minister who has become a mayor.
There is a question, if the incumbent mayor will succeed to persuade the head of his Party that he is necessary as a representative of DPS in the Parliament.
The parliamentary presence of the DPS’s “fighters” could be useful when they recently accepted the Law on the temporary forbiddance of the former private property.
Just as a reminder that Law was voted by the representatives of all the parties except DPS.
As he couldn’t be published “live” from the Montenegrin Parliament the mayor of Podgorica published his open disagreeing with the Law in the daily “Pobjeda” soon after the same was accepted.
The mayor states that this Law will stop the development of Podgorica. He is concerned that all the alleged investments will be stopped by the application of this law: two bridges over Moraca, the World’s Trade center, the roadway around Podgorica, the construction of new airport and few more streets, garages, markets, parking places, fences and pillars.
All of these according to the mayor’s opinion would be built in 90 days and that is also a period in which the Law on denationalization should be brought as the returning or the just award for some time taken property should be paid before some other “construction movements”.
Of course the mayor had some “special privileges” to provide the return of his property which was taken from his family in the past. He provided that without waiting the Law on the denationalization which is still against the existing Laws.
First returned, than exchanged and at the end that land was urgently bought by the same For a Better Life authorities.
All that was in the record time, and all that against the law.
The state prosecutor of the republic of Montenegro received on the 28th of March this year the indictment against many persons regarding this item, and according to the persons who made the indictments they provided to the mayor illegal property of about 130.000 DEM value.
The personal mayor’s needs were “fulfilled”.
The rest can and should wait.
Fortunately, other parliamentary parties have different opinion from DPS regarding the problem of returning the property.

Healthy environment for healthy economy.
The deputy of the prime minister of Montenegro states that the Government of Montenegro has formed the expert group which would deal with the problem of grey economy.
There is no explanation if this expert group will treat this “problem” from inside or from outside.
The Government of Montenegro claims that the main problem is in the causes of the grey economy.
If that is the final diagnosis, in that case the causes and the results and the measures and the experts groups will be in the same place. The deputy of the prime minister also promised to cancel the taxes for the Yugoslav Army and the railway transport.
That is a pity because the “huge means” which Montenegro takes according to this base were more then stimulating in financing the Yugoslav Army, as well as the modernization of the railway transport.
The Government of Montenegro has a question for their citizens: the bridge “Verige” or the railway Niksic – Podgorica.
You have to decide by yourselves.
Both cannot be built.

Fuel – fuel
As the Government of Montenegro has provided the “modern” highway Niksic – Podgorica they don’t need the railway in that direction any more.
The only problem can be and it is the price of fuel.
There are enough vehicles.
Fortunately Montenegro is all in hills. You are going up and down all the time. In that case you can save the fuel.
The gas when you go up a hill and in neutral when you go down a hill.
In this way the fuel is half cheaper than in Hungary, Poland or France.
In that case the statement of the state company “Yugopetrol” is true that the fuel in Montenegro is cheaper than in other European countries.
Except in Serbia.
That is nothing but the truth.
We are driving for free.
The price of fuel is 1, 5 DEM per litter and all that in the moment when we are “generously helped” by the state.
As the state cannot help any more we will have to give more like 1, 8 or even 2 DEM per litter.
Why would we be the cheapest in Europe?
Or almost the cheapest?
As our salaries and the pensions are in the European level why wouldn’t it also be the case with the fuel?
In Europe everything is European.
You asked for it, now you can have it.

Free education
In the meantime the minister of education in the Government of Montenegro says to the principles of every school that “it is illegal to take money from the students”. We are expecting the continuation of his statement to say how many directors are removed from their positions or indicted on charges that they “were taking from the students” which is “illegal”.
Also “taking money from the students” the minister didn’t call as a single case but as “something usual”.
As something can become “usual” it needs some time which is not short, then there is a question where the minister has been until now to preserve the practice of “usual taking money from the students”.
Or we are in front of the regime’s division of the Montenegrin students on those who “have money” to help financially even the state like Montenegro and on the students to whose parents even a pencil represents an investment.
Why wouldn’t we have the division like that?
When the official Montenegro prepared to divide their citizens to those who can and those who cannot pay a loaf of bread and a bottle of milk a day, according to new prices, why the students would be treated differently?

Daddy, will you pay my scholarship as expensive as possible, please
It is real fortune that in this multi-economic Montenegro we have “people” who don’t need to worry about the price of fuel, milk, bread or scholarship. So, some ministers, representatives in the parliament and new Montenegrins send their children in schools across the world.
The offspring of the Montenegrin elite is educated from South Africa, Italy, France, England to America.
The state is paying for some of them and some of them have already been paid by the state.
Everything should be seen positively even this item.
On our way to Europe somebody has to be ready to welcome us there.
Luckily, we have our own people.

SPP – MIA – SNP
On the 29th November “Pobjeda” published a very strange headline.
“Ministry of Interior Affairs referring the SPP’s attack”.
It isn’t clear to the readers who is attacked by whom, or was attacked or has an intention to attack.
Either the Ministry of Interior Affairs is attacking SPP, or SPP is attacking the Ministry of Interior Affairs.
Instead of going to the Parliament of the Republic of Montenegro and to clear everything that is in their authorities, the head of Ministry of Interior Affairs prefer to give the statements.
It is wondering that the minister and his assistants don’t have time.
Especially now when they don’t have so many obligations.
So, even today you can hear the song of the great assistant across Podgorica.
“Milosevic Slobodan, don’t let Serbia down.”
But Slobo fell down and the Assistant is still holding out.
Fortunately, Serbia is still holding out.
The citizens of Montenegro know that the representatives of the Ministry of Interior Affairs “are categorical to defend and save the Montenegrin state integrity and sovereignty” according to their statements.
The Ministry of Interior Affairs of the Republic of Montenegro should have the obligation to defend the Constitution and the law of the Republic of Montenegro.
Of course, that means that they should also protect everything that comes from the Constitution and everything that is in accordance with the Constitution and with the laws of the Republic of Montenegro.
Instead of that, the Ministry of Interior Affairs defends the integrity and sovereignty not to mention the parties and the individuals.
“Fortunately”, the head of the Ministry of Interior Affairs are very flexible.
They react much faster than the representatives in the Assembly of Montenegro.
It is because there is no such an assembly or the laws that can “follow” “vertical”, “European” “president” so fast.
On that European way the “beating” is sometimes necessary.
They just have to make an evaluation when they will go one step further.
It has to be then when they see that the “beating” didn’t give good results or when someone loses his temper.
