Writes: Dusko JOVANOVIC, a representative in the Parliament of the Republic of Montenegro (1st October 2000. “DAN”)

For about eight years lasted work stoppage or strike of the workers of the City transport company – Podgorica.
The government “provided” money for just one salary and the strike was “frozen” actually, it was postponed.
During this “work stoppage” the public have come to know the data actually, the evident that about a hundred Gypsies which had tragically lost their lives on the Montenegrin coast had been transported from Podgorica to the coast by the buses of the City-owned Public Transport Company.
Someone has ordered transportation and has paid all in cash.
In that way, the claims of the Montenegrin opposition that this “smuggling” of people is organized by the government or the people who are very close to the government and who are under “protection” and “supervision” of the same government are confirmed.
How to explain the fact, that the investigation of this tragic case which happened more than a year ago, still stands and what is more credible the prosecution has forgotten it.
That is nothing new in the prosecutor’s office in Montenegro where “the cases” are processed only by party’s connection and the dictate of the “For a Better Life Vertical Government”.
One thing is sure if the drivers had known that they were driving those miserable people to their last journey, the busses of the City-owned Public Transport Company would have stayed locked in the garages, regardless the salaries.

“Obod”, the biggest (and the only) company in Cetinje which still “breathes”, works only now and then.
The workers are striking again and they are asking for the salaries from June (now is October).
The refrigerators have been produced, which means that the workers have been doing their job honestly. Now these refrigerators have to been sold and not only in Serbia but in other pro-European and world markets.
Milo Djukanovic could (and he should) while “flirting” with Kucan and other heads of the world power countries, offer those refrigerators from the “vertical one”.
Instead “the big boss allows” that the problem of June’s payments grows till the point when he generously opens someone’s cash bag and with that June’s “crumbs” he succeeds to calm down the constant Cetinje’s problem. Isn’t it ironic?
However, as the people from Cetinje mostly didn’t vote in the federal elections, there is a great possibility that “the big boss” will prize them with the July’s salaries if the workers of “Obod” accept that because it is yet July’s payment.

Blackmail “democratic” face of the For a Better Life government proved itself in the case of “the social help payment” which was announced in May by the minister Drecun, to help one part of the tribe Kuci. The payment has dated from the period of “preparations” of the citizens for the “democratic” local elections in Podgorica.
Small money, big investment. The donors were big as the money they “shared”.
Than the denials followed (honestly and in public); no one from the list has ever seen that money.
It seems that the people haven’t asked for that money, neither have got it.
Suddenly, directly from the secret archives of DPS comes out the “receipt” that all the money has been returned to the treasury.
The money was taken in May, and it was returned allegedly in September (after the affair was published).
As if it was a problem for the “For a Better Life” commissioners to antedate (forge) a receipt and a decision of returning the money.
This time they made a mistake and left a trail behind (like a list).
For the next elections there won’t be the list (on paper), everything will be done in the way the “verticals” can the best, in the dark, secretly, by the police.
For a better life.

The Montenegrin regime’s and “independent” media function according to “cowboy” principle of good and bad guys.
The role of good guys is assigned to the Ministry of Interior Affairs.
The Yugoslav Army is that who by the regime’s and pro-regime’s media evaluation could have the role of bad guys.
The most obvious example of the theory is allegedly “rampage” of the members of Yugoslav Army in the cafés in Danilovgrad. That “rampage” was very well followed by the Montenegrin “pro-European” media without checking the truth of the information and accusation.
The Montenegrin public should be “disgusted” before the scene of a “Rambo soldier” who is holding a gun towards the TV screen where right in that moment was he, Milo Djukanovic.
The denial of the “affair” which the owners of these locals had given and some of them were the members of DPS was almost unnoticed in the regime’s and pro-regime’s media. They said that the accusations were not true.
That means that the claims are LIES.
It was just one more deceit in the country of deceits.

A Socialist People’s Party’s indictment against Dragisa Burzan, a deputy Prime Minister in the Government of Montenegro, Mihailo Banjevic, Mirko Djacic and Rajko Medenica, the directors of public and ex people’s companies, was unnoticed as much as it concerned the State Prosecutor.
That person hasn’t said anything; actually, the indictment passed over in silence.
Just to remind, it is the indictment against the officials who, abusing their power, invited the citizens, the workers of the companies which they headed, using threats, not to vote on the federal elections or they would be fired.
All that was directly and in public.
And everybody could see that except the State Prosecutor.
The truth is he gave the statement, in his old manner to threat the political enemies of his boss that they could go to prison for the electoral steal. (“Pobjeda” 21st September 2000.)
If the State Prosecutor had been consistent, than after the presidential and pre-term parliamentary elections in Montenegro, the prison in Spuz would have been too small.
Regarding the last federal elections it is obvious that the Prosecutor even aside his great “political will” won’t have to do anything.
Montenegro, unfortunately, isn’t lack of the elections, electoral steals, threats, dismisses, blackmails and the State Prosecutors who are still actual.
What can the man do? He understands his job literally that he as the State Prosecutor has to protect the state, actually Milo Djukanovic from his point of view.
A strange point of view.
