Writes: Dusko JOVANOVIC, a representative in the Parliament of the Republic of Montenegro (12th November 2000. “DAN”)

Steve Henke “rides” again, and “gallops” through the Balkans political stage.
He probably expects that there will be a job for him, after all these political “changes” in the Federal Republic of Yugoslavia.
He suggests forming the currency board in Serbia, under the guidance of a foreigner.
He knows very well that the state which has abandoned the monetary sovereignty, has abandoned everything else.
Mr. Henke should know that Socialist People’s Party of Montenegro participates in the Federal Government only to preserve the state and national dignity.
In that country where Henke was an advisor, you cannot even talk about the dignity.
In his “special” interview in “Pobjeda” Henke predicts Singaporean future for Montenegro.
He obviously, missed to meet the infrastructure of our country during his staying in Montenegro or the infrastructure of our neighbors Albanians.
It is hard to compare to Singapore the state which the canyon of Moraca and mountain Platije are the “main streams” for the connection with the world.
And all that is without the real presumption to change anything recently.

Minister Predrag Drecun stated, deliberately or not, for “Blic” on the 10th December, actually he admitted that European Commission has been controlling the Montenegrin budget for a long time. This thesis has been claimed for a longer period in the Parliament by the representatives of Socialist People’s Party, but until now we haven’t had this clear approving of this thesis, and all that directly form the minister himself, for the first time.
So, the budget controllers from the European Community in our “independent” and “vertical” have concluded that the budget measures for the subsidizing the prices of bread and milk are unnecessary.
That means that the prices of bread and milk can be formed freely. Those two articles are necessary for every family like the water and the air.
For now thanks to the Government of Montenegro we can breathe for free.
The foreign controllers of the Montenegrin budget have concluded that the “low” prices of bread and milk “have been used” equally by the rich and by the poor and according to their opinion it is unnecessary spending of money.
Now the Government of Montenegro officially have admitted by these measures of liberalization of the bread and milk prices, that Montenegro have became deeply class divided society. There is a class of enormously rich and a class of very poor people.
The price of bread means nothing to the rich, weather it is high or low.
The class of poor in Montenegro, to whom the “low” price of bread and milk was only guarantee that they would survive the winter, is put in the category of social jeopardized citizens by the Government of Montenegro and by the foreign controllers.
Of course minister Drecun would first make an evidence of all socially jeopardized citizens, who would queue every morning, in front of some publicly opened windows, to gain the charity from Drecun and the Government of Montenegro, which is consisted of a litter of light milk.
Is there bigger humiliation for the pride Montenegrins which is prepared for them by the new rich Montenegrins, headed by the Government of Montenegro and the minister Drecun.
Minister than makes a promise that the “help” (charity) will be justly and rightly distributed.
This is an opportunity for the Montenegrin Government for new partial counting and blackmailing and this time for a litter of milk and a loaf of bread.
A normal and healthy man cannot believe this story.

On the “border” between Montenegro and Serbia we have problems again.
As the things are, for the economic problems between two federal units, Slobodan Milosevic was not responsible, but the autonomous economic regime and unconstitutional movements of the official Montenegro.
There is no economic space in the world, even if it is a part of Yugoslavia, which name is Serbia, which is not protected by the state.
It should be clear to Montenegro, to the official one as well as to the unofficial one, that there will be the conditions for eliminating and removal of the inter republic controls and the ramps and than and only than when Montenegro returns the grabbed and usurped authorities in the economy to the federal state, which means the authorities of the National Bank of Yugoslavia and Customs Service, including the foreign trade.

In that case Miodrag Pejovic, the director of the “Ironworks” and the representative of DPS in the republic Parliament, shouldn’t write the letters to Miroljub Labus, the vice president of the Federal Government, to ask him to stop the export of the old iron from Yugoslavia.
The prominent member of DPS, by whose vote the FRY’s authorities in Montenegro have been usurped, ask from Miroljub Labus and Serbia not to use the same authorities for itself, until further notice.
Very correctly and equally.
In that letter Mr. Pejovic explains that the old iron from Serbia has been exported at the price of 60 dollars a tone, and the same iron the “Ironworks” from Niksic has imported at the price of 76 dollars a tone.
Every economist will be wondered how Miodrag Pejovic didn’t remember to offer to the exporters from Serbia instead of 60, 61 dollars and than that iron wouldn’t go to export but to Niksic.
At the end, Mr. Pejovic shouldn’t forget to send this copy of the letter which he sent to Miroljub Labus, the vice president of the Federal Government to Milo Djukanovic. That will be of a great use to him and to all DPS while preparing the future referendum.

After almost four years of the political “gymnastics” of DPS, the political Montenegro has been returned at the start position.
The evaluation of the SNP representatives in Parliament, which was emphasized all these years, that the head people of DPS are separatists, these days has become correct and known to the Montenegrin citizens.
The referendum on the state legal status of Montenegro has been more certain.
The main problem of the governing Montenegrin duet in Serbia has been noticeable.
That problem is how to avoid, the “originated Montenegrins”, who live in Serbia, to vote on the state legal status of Montenegro.
For those who are “originated Montenegrins” and who live in America there is no problem. They can vote.
The old dilemma again, and there shouldn’t be one.
Who can decide about the state legal status of Montenegro, its citizens or its nationals?
Law on Nationality was voted in the Montenegrin Parliament almost a year ago, however, someone deliberately prolongs the application of the law and making a register of the citizens.
And at least, that is easy.
The nationals of Montenegro are the nationals of Montenegro.
They cannot be divided to those who live in Montenegro, Serbia, Bosnia, America or Australia.
And all of them, as the nationals of Montenegro, have the right which is common to all of them and no one can deny it.
That right is that they can decide about the state which national they are, no matter on which point of the Earth they live.
That is the attitude of the International Community, too.
That was the right of Croatians when they made Croatia.
Among the rest, they made it by the votes of the Croatian nationals who have lived in Montenegro (Boka) and the Croatian nationals who have lived in Australia and those in Zagreb or Split without a difference.
If the polls, during the election in Croatia, were opened in Kotor, for the Croatian nationals who lived in Montenegro, who doesn’t want now to have polls opened in Belgrade and Zagreb for the Montenegrin nationals who live there, on the following referendum.
Maybe that is the biggest problem.
That question will probably be the biggest obstacle in the preparation of the Montenegrin declaration.
According to the law and the justice everything is clear, but the law and the justice are not the citizens of Montenegro for a long time.
They are not the part of the official one.

During the referendum preparations in Montenegro, Miodrag Vukovic, Milo Djukanovic’s councilor, doesn’t leave a dilemma on the citizens’ forum in Pljevlja.
He says:
“We won’t give up the sovereign Montenegro”.
He says that on behalf of the entire DPS, that means that part of DPS which during the electoral campaign in 1998 followed the electoral programs of its party under the Yugoslav flag.
For Miodrag Vukovic two colors from that flag fell of and that doesn’t mean that the entire DPS think in the same way.
On the same forum, the councilor of the president of the Republic “predicted” the destiny to the famous “Seventh Battalion” claiming that it would be dismissed in fifteen days.
Just a comment.
Miodrag Vukovic hastened again.
