Writes: Dusko JOVANOVIC, a representative in the Parliament of the Republic of Montenegro (17th December 2000. “DAN”)
After the “successful” economic policy liquidated and switched the complete economy in Cetinje, the sports-recreation center “Lovcen” is on its turn.
“Lovcen” is not necessary, or they would insist to transform this ex state’s company which was of the crucial importance, into public municipal company. Instead they decided to send the employees to their houses and to switch the company off.
It would be hard to believe that behind this is not well planned “operation”.
The big sports hall and the accompanying buildings in small Cetinje with the switched economy, where only sport has an intendance to develop, can only be and it is the only real investment.
It is not hard to conclude that SRC “Lovcen” worked well some time ago.
It “worked” with a lot of money.
Actually, SRC “Lovcen” is in the bankruptcy from March 1997. with the debts of 1.600.000 DEM.
From that amount the debt to “Obod” also from Cetinje was enormous 681.000 DEM.
There is a question, how they made this debt.
All those who know the economic situation in Cetinje know that SRC “Lovcen” was, two or three years before the bankruptcy, one of the agents in presenting actually in selling the appointments from “Obod” to Kosovo and Albania.
Of course, as the goods were sold for cash, the big companies were included in this job, so the state remained without the huge sum from taxes, regarding that this was selling for the final consumption.
Only over SRC “Lovcen” the agents of “Obod” “worked out” millions and millions DEM.
However, when the time passed it was obvious that neither “Obod” nor SRC “Lovcen” had any use from this job and this sale. It seemed that they had had damage.
SRC “Lovcen” is liquidated, and “Obod” is going towards the liquidation.
Who is the one who approved to SRC “Lovcen” not to pay the debt of 681.000 DEM to “Obod”?
The goods in that worth were sold for cash.
The employees of both companies are asking this question. However, there is no one to give them the answer.
The director of “Obod” from that period has been promoted and he works for the Government of Montenegro.
The director of SRC “Lovcen” from that period has also changed his job. He has opened the Dairy Plant and who knows what else because he doesn’t want to have anything with the “Obod’s” refrigerating apparatus.
His successor, the bankruptcy manager, who at that time was the first man of DPS in Cetinje, additionally increased the debts of SRC “Lovcen” brought it to the liquidation and “moved” to Auto–Moto Company “Lovcen”.
Now the employees of “Obod” who were producing the tenths of thousands of the refrigerating apparatus during 1994, 1995, 1996, 1997, has to struggle for a piece of bread. The new Montenegrin structure from Cetinje and Podgorica made their fortune by selling it.
The employees are asking only for surviving.
But for this government that is too much.
There is great confusion if they think that the citizens of Cetinje can live and survive only from games.
Where they and what are they doing?
It is hard to find the television such as this Montenegrin is.
There is no one that is less watched and more paid.
Till the end of October, in the Television of Montenegro there was the debt of some seven million DEM. Without incomes and salaries for the employees which have been “forgotten” to pay since the last director took his position.
It will cost the citizens of Montenegro seven or seventeen more million DEM, it depends if the taxes and fees will be paid for the received amounts or for the minimal ones.
It is the most important that the Managing and the Supervising Boards concluded that everything is in order in the television.
The fact that the Montenegrin citizens adore movies and that they have seen 5.666 movies for the first ten months on the channels of the Montenegrin television, or twenty a day, according to the financial records, is not Managing or Supervising Board’s fault.
However, with so many movies we can expect higher subscription bills, and they can expect “higher” watching rate.
What is well paid has to be watched.
The citizens of Montenegro are wandering if the television subscription would be proportionally reduced if there were the significant power restrictions which have been announced as a sure thing.
Minister’s Montenegrins
While the huge people’s money is “wasted” for Television of Montenegro, at the same time the children in the elementary schools “Musa Burzan” and “Boro Cetkovic” are freezing without heating.
The explanations are of technical nature.
Are the children who are ten years old supposed to think if the “boilers” are repaired or if the “chimneys” are long enough?
The principle didn’t miss to say that he had “big problems with the parents”.
We have to conclude if this principle’s statement was the critics to the parents or just a conclusion.
However, the one who should take care of his job the most, and that is the minister of education hasn’t got problems with heating.
In the warm minister’s office he is dealing with the Montenegrin history, and he concludes (unfortunately in public) that in the “everything that is Montenegrin has been denied for 80 years in education”.
Also, the minister didn’t miss to assess that “a few are those who believe today that the Montenegrins are Serbs, actually that they have Serbian origin”.
At these conclusions the minister “forgets” that although he is a minister he has no a scientific permission to judge or not to judge those statements.
For him as a minister that is very “slippery floor”.
At least while saying this he should use singular and not plural form.
Nevertheless, in both cases this statement is equally hard.
Or even better, we recommend to the minister that instead of history he should pay more attention to heating and to the children who are freezing in “his” schools.
One more thing, the one who doesn’t know who he is and what he is, he can only believe in something and then that believing or not believing is “straightened” by the minister’s overreacted statements.
Of course immediately after saying these “claver thoughts” the minister rushed to promise to his workers in education the payment of two premiums in December.
The rest he will pay in January.
He probably left the resumption of the Montenegrin’s origin lecture for January too.
Then he will probably say that no one in Montenegro believe that Montenegrins are of Serbian origin, paying the rest premiums.
Oh, my minister you are underestimating your own people.
Maybe you could buy a few votes for two premiums or a hundred of DEM.
The national conscience, origin and history are not for sale.
People won’t do that.
The mayor of Podgorica provides the legal driving park
Eight new cars of the company “Renault” came in front of the building of the municipality of Podgorica few days ago, all of them for the “better living” municipal government.
The reason for acquiring is that the Ladas “samara” acquired in 1998. are old. Although it is obvious that all the works and investments in the Municipality are slow or in some cases suspended, the money for the comfort of the municipal officials mustn’t lack.
What the journalist of the daily “Vilesti”, who was in charge to write about this, missed is that he wrote completely honestly that all of these eight cars were acquired LEGALLY or lawfully.
It means that the other acquires were illegal or unlawful.
Or more clearly, the state institutions of Montenegro (and why the head of the municipality of Podgorica would be an exception), use the cars which origin is at least suspicious, actually they have been stolen.
With those cars you can’t go outside Montenegro. So, that is the only reason of this mayor’s investment.
We should call thing with the right name.
The “elite” center is legalized
In the municipality of Podgorica is the season of the legalization of buildings which is shown by the example of the buildings under Ljubovic, which will become a part of the detailed urban plan according to the announcements of the municipal officials.
They should be.
They are beautiful.
The only question is why they haven’t already been a part of that plan and who permitted their building without a plan, so they now need to be according to the plan.
And why some of these buildings are a part of the plan and some are not, but they are pulled down and the children are in the street.
With the new mayor we have new plan.
Those criteria have been applied for four years.
