Writes: Dusko JOVANOVIC, a representative in the Parliament of the Republic of Montenegro (24th December 2000. “DAN”)
In the middle of June this year, at the height of the strongest regime’s anti-Milosevic campaign, it was served the real “Gebel’s” specialty to the Montenegrin public.
Actually, in Budva, metropolis of the elite Montenegrin tourism, someone tried to “kill” Vuk Draskovic, a great friend of the Montenegrin “president”, one of the “leaders” of the opposition in Serbia. The head of the Ministry of Interior Affairs of Montenegro were very fast, very precise and very clear.
Everything is known, everything is revealed, the Montenegrin public will know everything in 48 hours, and the regimes media carried the statements of the head of the Ministry of Interior Affairs of Montenegro.
The Montenegrin “Vuk” states the screenplay of the “assassination” of the Serbian “Vuk”.
The regime media in Montenegro were very clear. Everything was organized by Slobodan Milosevic.
All the suspected were spectacularly arrested, of course they all were from Serbia. The same were expressly “questioned” in the modern prisons of the Montenegrin police. According to the announcements the Montenegrin public will be informed about these unpleasant experiences in the following days.
As the only reason why the whole “case” isn’t solved, and why everything isn’t published, the Montenegrin prosecution together with the police accented the alleged non cooperation of the state institutions of the Republic of Serbia under Slobodan Milosevic’s direct “command”.
Transferring the “command” to Mr. Kostunica both “Vuk” had to adapt to the new situation.
The Serbian “Vuk” “assessed” that there were no danger for him any more and he returned to Serbia.
He left the innocent “political assassins” to the Montenegrin “Vuk” to judge to them.
Of course after six months spent in the prison without any guilt at least by this accusation the brother Lovric were freed.
The expenses for their staying in Montenegrin prison for six months and the deserved damage will be paid by the Montenegrin citizens.
Just two days after their release the others accused arrived from Serbia, with the complete alibi, so they or he was released from the warrant; the “case” will probably be forgotten.
As so many times until now the investigating judge Zoran Zivkovic “did” his political job.
Everybody remembers that the Montenegrin prime minister’s wife refused to be “involved” into this “case”.
The one who wants and has to, is involved.
Another Montenegrin political story has been told.
According to the fact who the actors are, it has to be “dirty”.
Many stars on the shoulders
One “case” more which should persuade the Montenegrin public that the police prevent organized crime efficiently, was the process against fifteen persons, accused for the trafficking or prostitution mediation, as well as for drug dealing.
What was published in the regime’s dailies was that the key witness, as it was said in the police was certain Miss Babacku from Bulgaria.
Her statements in High Court were carried selectively by the regime’s journalists and some, which maybe were the most important weren’t published at all.
Hence, to the direct question of the judge who was the main organizer of the complete smuggling chain and job, the “key witness” who was a young woman, a citizen of Bulgaria answered:
“I don’t know but he had many stars here,” showing the shoulders.
As it is known where all the criminal directions or highways go in Montenegro, it was smarter for the Government to close this case as it was done. However, there is still one question.
Who will be responsible or who is responsible for fifteen people were imprisoned and accused and then after all these things, all of them were released.
Somebody in police has done his job very lousy.
Or maybe very well.
The justice slow and out of reach
There are many examples in Montenegro that the justice is slow and out of reach. The strike of the employees in AD “Lovcen” which has lasted for so many years confirms this assumption.
Hence, after they were almost beaten by the police while they were trying to realize closing off the Jadranska highway which was announced in advance and after they were prevented of striking in front of the Assembly of Montenegro by the strong forces of the special police forces, they got the information form the Funds that they were right.
Three Montenegrin funds because of which decisions, the workers were striking informed the president of the Privatization Council Mr. Filip Vujanovic on the 19th December, that the agreement with the buyer of the company AD “Lovcen” had been canceled.
There wasn’t a word what the consequences were after canceling the agreement, why they canceled it and who was responsible, who would and if the damage would be paid, what happened to their rights, if there were any salaries, working service etc.
Maybe all this is just a make up to calm the employees until the New Year pass.
More about “Obod”
The situation in “Obod” from Cetinje tells us that it is probably the make up.
Hence, the workers stopped the strike, because after the conversation with the Montenegrin “president” they were promised that their “thing” would begin to change.
“Obod” is an example that the man cannot arrive everywhere, even if it is Milo Djukanovic himself, so the problems of “Obod” had to last until Milo Djukanovic was involved at least.
Of course, “the boss” has to open almost empty safe and help the economy in Cetinje, because the last thing he needs at the height of the separatist campaign are strikes and disorders especially in Cetinje; his Cetinje.
He has bought his economic peace in Cetinje for the next two months.
After that we will see.
Next year the social cards
After doubling the prices of bread and flour the Government of Montenegro announced so called social cards.
When “Better Living” “grabbed” the government in 1998, using the slogan “For a Better Living” no one said and among the people no one thought of the “social cards”.
However, it is obvious that the privileges of this slogan have been enjoyed by a few; those who were in government and those who were with them.
It caused deeper social differences of Montenegrin citizens.
The big social differences are knocking on the Montenegrin door. The proud Montenegrins will have to accept the fact that that they cannot feed themselves on their own and that they are not “capable” to earn for themselves and for their families.
Parallel with the “social cards” the Government of Montenegro should introduce the cards of the new rich Montenegrins.
Instead of taking from people through the prices of bread, fuel and electricity, the incumbent Montenegrin government could use the tax policy to provide the missing means in the budget from those rich people.
However they are sticking together.
